Net-billing is a DISCO file, not a shop SKU.
Every competitor site says “we handle net-metering.” New files after 9 Feb 2026 are net-billing. Export ~Rs 8–13, import Rs 37–55. Green-meter price is the demand notice.
The rules
What changed, and what still works.
New files
Prosumer Regulations 2026. 5-year agreement. Size ≤ sanctioned load, max 1 MW. You must own the roof. ≤25 kW: DISCO approves, no separate NEPRA license (Aug 2026).
Grandfathered
Agreements executed before 9 Feb 2026 keep 1:1 until they expire (SRO 547). Pending files that had paid demand notices were later directed onto the old frame. Confirm in writing with your DISCO.
The money
NAEPP posted ~Rs 8.13/kWh for 2026; street talk Rs 10–13. Calculator uses Rs 11. Size PV to self-use. Filing is optional if you never export.

What every DISCO actually asks for.
You bring
CNIC. Latest electricity bill. Proof of ownership (registry / allotment) or owner NOC if you are a tenant. Site photographs. Application form of that DISCO.
We / the installer bring
Single-line diagram. Inverter datasheet (anti-islanding). Plate flash / serial list. Earthing test. Installer agreement. PPIB/AEDB paper if the size still needs it. Generation licence is gone for ≤25 kW.
Then: inspection → demand notice (meter + security) → you pay the DISCO, not the shop → AMI / green meter swap → connection order. Shop “green meter Rs 18,500” and DISCO AMR are different products.
